AIセーフティ・インスティテュートは、AIシステム特有のリスクに起因するインシデントに対応するための新たな枠組みとして「AI-IRS（AI Incident Response System）」を示したアプローチブックを公開しました。
Japan AI Safety Institute has released the AI Incident Response Approach Book, which presents “AI-IRS (AI Incident Response System)” as a conceptual framework for establishing an AI incident response posture to address risks unique to AI systems.
AIは、業務効率化や意思決定支援を超え、社会や経済活動を支える基盤として活用が進みつつあります。一方で、その誤作動や想定外の挙動に起因するAIインシデントは、事業継続や社会的信頼に影響を及ぼす可能性があります。特に、業務を自律的に実行するAIエージェントの活用が進展する中、従来の情報システムを前提としたインシデント対応では、十分な対応が困難となっています。
本書では、AIインシデントは起こり得るものとの前提に立ち、被害を最小化する発見的統制の重要性を明確にしています。AI-IRSは、AIサプライチェーン全体を視野に入れたコンセプトを示しており、AIを信頼できる社会基盤として活用するためのアプローチを提供しています。
AI is increasingly used not only to improve operational efficiency and support decision-making, but also as a foundational element supporting social and economic activities. At the same time, AI incidents caused by malfunctions or unanticipated behavior may have significant implications for business continuity, organizational accountability, and societal trust. In particular, as the use of AI agents that autonomously execute tasks continues to expand, conventional incident response approaches designed for existing information systems are becoming increasingly inadequate to address the dynamic and autonomous behavior of AI.
This document is grounded in the premise that AI incidents are inevitable and emphasizes the importance of strengthening detective controls aimed at minimizing damage when incidents occur. AI-IRS presents conceptual approaches that take into account the entire AI lifecycle across the supply chain and provides a practical approach for establishing AI as a trustworthy social foundation.
